What is IOM?
At Society of St James, we believe change doesn’t happen in a single moment - it takes time and support. Through our IOM (Integrated Offender Management) services and houses, we work alongside partners to help people address the root causes of offending, including trauma and substance use. By focusing on individual strengths; we create a pathway for people to rebuild their lives and move forward.
We’re committed to offering not just one opportunity, but two, three - as many chances as it takes for someone to become a better version of themselves.
This approach is making a real difference, supporting lasting change and safer communities.
This is a hugely successful service that we deliver on behalf of the Hampshire Police and Crime Commissioner and in partnership with the probation service and Hampshire, Southampton and Portsmouth drug services.
How the service helps?
Our IOM service is all about giving people the chance to rebuild, recover, and move forward. With the right support, real change is possible. Our IOM supported housing are making a real difference. Helping individuals rebuild their lives by tackkling the root causes of offending, including past trauma and substance use. By focusing on people's strenghts and not weaknesses, we support change and encourage personal development. This is good because it reduces the chances of re-offending. We provide:
- Safe and stable housing for service users
- Support and guidance to help with trauma and substance use
- Help to break the cycle of re-offending



Being a specialised service
Our IOM Supported Houses have gained recognition across county borders and are thought to be the only service of its kind, providing a housing solution for people whose substance use problems are at the root of their offending behaviour. This unique service provides vital housing for those who need it most. Our IOM service is all about giving people the chance to rebuild, recover, and move forward.
In our community provision, individuals referred into the scheme are allocated a lead Recovery Worker who works with them to improve their situation. We believe with the right support people facing complex challenges can rebuild their lives and move towards a more positive future. Support, structure and belief can make all the difference. That is how we managed to help and guide many who have been through this service.
Referrals are usually co-ordinated by the Probation officer but for more information get in touch.
